Establishes standards for Texas Military Department detention facilities housing individuals not lawfully present in the United States, requiring access to clean water, sanitary restrooms, showers, medical professionals, vaccinations, and medical screenings at intake

Mandates detention facilities provide free personal hygiene products (soap, toothpaste, toothbrushes, menstrual products), daily cleaning of living spaces, proper ventilation and climate control, and regular pest control and food safety inspections

Requires the Health and Human Services Commission to conduct quarterly inspections of detention facilities and publish reports on compliance to the legislature and on the commission's website

Authorizes civil penalties up to $50,000 per day for contracted facilities violating detention standards, and allows the department to terminate contracts and bar violating contractors from future state contracts

Creates a whistleblower protection program allowing employees and detainees to report unsafe conditions or violations confidentially without fear of retaliation, with attorney general enforcement authority
