Establishes the Texas Presidential Library Promotion Program under the Texas Historical Commission to support the Lyndon Baines Johnson Library and Museum, George Bush Presidential Library and Museum, and George W. Bush Presidential Library and Museum

Creates the Texas Presidential Library Promotion Fund as a dedicated account in the general revenue fund, funded by legislative appropriations, investment interest, and gifts/grants/donations

Requires the program to provide financial support for renovation and enhancement of permanent exhibits at the three presidential libraries

Directs the program to market and promote the presidential libraries to increase tourism and public awareness

Mandates development of a mobile exhibit featuring artifacts, multimedia presentations, and educational materials highlighting the historical impact and legacies of Presidents Johnson and both Bushes for display in communities, schools, and public institutions

Authorizes the Texas Historical Commission to contract with a nonprofit entity to administer and operate the program

Takes effect September 1, 2025
