Creates a six-member Advisory Committee on Prescriptive Authority to make recommendations on eligibility requirements, standards of practice, continuing education, and complaint review procedures for prescribing psychologists

Adds psychologists with prescription certificates to the definition of "practitioner" in controlled substance and dangerous drug statutes, granting them access to the state prescription drug monitoring program and authority to prescribe Schedule II-V controlled substances
