Amends Section 540.0272 of the Government Code to allow Medicaid managed care organizations to offer nutrition counseling and instruction services as alternatives to standard state Medicaid plan services

Requires the state Medicaid managed care advisory committee to approve a list of nutrition counseling and instruction services that can be offered in lieu of other Medicaid services

Explicitly prohibits the approved services list from including home-delivered meals, food prescriptions, or grocery support—limiting alternatives strictly to counseling and instruction

Maintains existing provisions allowing mental health or substance use services as alternative options under managed care contracts

Medicaid recipients are not required to use alternative services from the approved list and may choose standard Medicaid plan services instead

Requires the commission to submit annual reports to the legislature on service utilization and to consider actual costs when setting capitation rates for managed care organizations

Takes effect September 1, 2025, applying to contracts entered into or renewed on or after that date
