Prohibits the online sale or delivery of obscene devices to individuals under 18 years of age, or to any person without implementing an age verification process at the point of sale

Acceptable age verification methods include government-issued photo ID, third-party verification services using public records, or age-restricted payment methods combined with another verification method

Provides a defense to prosecution if the minor falsely represented their age using identification that appears valid on its face or valid identification not issued to them

Violations constitute a Class A Misdemeanor, with additional civil penalties of up to $5,000 per violation

Takes effect September 1, 2025, and applies only to actions brought on or after that date
