Authorizes the governing board of any Texas university system to establish and operate a public law school in El Paso County as a professional school of the system

Requires university systems intending to establish the law school to notify the Texas Higher Education Coordinating Board, which must conduct a feasibility study on accreditation requirements before establishment can proceed

If multiple university systems express interest, the Coordinating Board will determine which system may establish the school based on community input, available resources, and proposal feasibility

Limits establishment to only one law school under this provision, with funding contingent on appropriations or other available sources

Authorizes the establishing university system to issue bonds up to $40 million for property acquisition, construction, and infrastructure, with the law school eligible to participate in constitutional higher education funding (Article VII, Sections 17 or 18)
