Adds a new exemption (item 22) to Texas law allowing drone image capture for news-gathering purposes by FCC-licensed radio or television stations, newspapers of general circulation published in Texas, or other bona fide news organizations

Requires that any identifiable person captured in news-gathering drone images must not have been in a place where they had a reasonable expectation of privacy

Amends Section 423.002(a) of the Texas Government Code, which governs lawful uses of unmanned aircraft for image capture

Effective date is September 1, 2025
