Requires permanent concrete plants performing wet batching, dry batching, or central mixing to comply with amended standard permits by the earlier of: their permit renewal date or two years after the amendment's effective date

Applies the same compliance timeline to facilities operating under standard permits for concrete crushing facilities when the Texas Commission on Environmental Quality amends those permits

Changes application terminology from "issuance of" to "authorization to use" a standard permit for concrete plants

Allows TCEQ to permit facilities operating under standard permits amended before September 1, 2025, to continue operating under former permit terms until their authorization is eligible for renewal

Takes effect September 1, 2025
