TX SB3017

Requires the Railroad Commission of Texas to adopt rules regulating reserve pits (used to collect spent drilling fluids, cuttings, sand, silt, and wash water) and mud circulation pits (used to store drilling fluid during operations)

Mandates the commission establish minimum siting standards, uniform technical and construction requirements, sampling and closure standards, and groundwater monitoring standards for these pits

Requires minimum and maximum bonding and financial security requirements for operators using reserve pits for permanent burial of oil and gas waste

Establishes standards requiring operators to notify landowners and receive permission before permanently burying oil and gas waste, including disclosure of the type and volume of waste

Requires operators to send written notice to the county clerk within 30 days of pit closure, including the pit's legal description and waste type/volume, which the clerk must record at no charge in official public records

Takes effect September 1, 2025
