Authorizes the Texas Commission on Environmental Quality (TCEQ) to deny a renewal permit if, after notice and hearing, the permit holder has a history of enforcement actions by a political subdivision for violations of environmental or health and safety regulations

Expands grounds for permit denial under the Health and Safety Code to include a pattern of enforcement actions taken by local political subdivisions against the permit holder at the permitted facility or other facilities they operate

Adds local government enforcement history as a third criterion for permit denial, alongside existing criteria of unsatisfactory compliance history and outstanding debts to the state for fees, penalties, or taxes

Applies only to permit renewal applications filed with TCEQ on or after the effective date; applications filed before that date remain subject to prior law

Takes effect September 1, 2025
