Amends Texas Education Code Section 25.082 to allow students to either recite or silently observe the recitation of the pledges of allegiance to the United States and Texas flags during daily school exercises

Requires school districts and open-enrollment charter schools to prominently display both U.S. and Texas flags in each classroom where pledges are recited

Schools are not required to spend federal, state, or local funds to acquire flags but may raise money or accept gifts, grants, and donations to obtain them

Students may be excused from reciting the pledge with written parental request, but excused students must wait outside the room while pledge activities are conducted

Takes effect September 1, 2025
