Allows municipalities described under Subsection (b)(2) to satisfy project commencement requirements by starting any one designated qualified project within the specified period, enabling use of project financing zone revenues for all designated qualified projects

Permits municipalities to designate additional qualified projects within an existing project financing zone by ordinance after initial zone designation and comptroller notification

Requires additional qualified projects to be convention center facilities or venues with related infrastructure, and be located within 1,000 feet of an already-designated qualified project's outer wall

Prohibits additional qualified projects from extending the duration, boundaries, or compliance deadlines of the established project financing zone

Requires municipalities to notify the comptroller within 30 days of adopting an ordinance adding a qualified project to an existing zone
