Establishes a five-member board of directors with temporary directors appointed by the Texas Commission on Environmental Quality upon petition by owners of a majority of assessed property value, serving until permanent directors are elected or four years pass

Grants the district authority to issue bonds, impose ad valorem taxes, and levy assessments for water control, waste management, stormwater drainage, and road projects, with road bonds requiring two-thirds voter approval and limited to one-fourth of assessed real property value

Provides limited eminent domain power that cannot be exercised outside district boundaries for recreational facilities or road projects; if the Act does not receive a two-thirds legislative vote, the district receives no eminent domain authority
