Establishes a five-member board of directors with staggered four-year terms; initial directors include Kevin Pogue, Doug Botts, Adam Van Ackeren, John Gurasich, and James Schellhase

Grants the district authority to impose assessments, fees, and ad valorem taxes (with voter approval), and to issue bonds payable from taxes, assessments, revenue, or contract payments

Authorizes the district to provide water, wastewater, drainage, road, parking, and recreational facilities, as well as economic development programs, law enforcement contracts, and pedestrian improvements

Grants limited eminent domain power only if the Act receives a two-thirds vote in both legislative chambers; otherwise the district explicitly cannot exercise eminent domain
