Creates Fort Bend County Municipal Utility District No. 286, a 73.4-acre district in the H.&T.C. RR Co. Survey area near the City of Rosenberg, governed by a five-member elected board of directors serving staggered four-year terms

Requires City of Rosenberg consent by ordinance or resolution and execution of a development and operating agreement before the district can hold confirmation elections or authorize bond issuance

Grants the district authority to design, construct, finance, and maintain roads, storm drainage, and related infrastructure under Section 52, Article III of the Texas Constitution

Authorizes the district to issue bonds payable from ad valorem taxes, impact fees, revenue, contract payments, or grants, with unlimited tax rates to service bond debt

Grants limited eminent domain power only if the Act passes with a two-thirds vote in both legislative chambers; otherwise, the district is explicitly prohibited from exercising eminent domain
