Expands annual transfer reports from general academic teaching institutions to include goals for increasing transfer student numbers and success, assessments of transfer pathways, identification of barriers, and details on articulation agreements covering faculty collaboration, advising services, financial aid, and degree program alignment

Requires the Texas Higher Education Coordinating Board to submit biennial reports by December 1 of even-numbered years evaluating transfer student outcomes, including application rates, admission rates, financial aid awarded, time-to-degree, and graduation rates

Mandates each institution of higher education publish on its admissions website the top five majors with the most denied transfer credits and the five most frequently denied courses for each of those programs

Creates a mandatory transfer liaison position at each institution to serve as a single point of contact for transfer issues, provide students with core curriculum and field of study information, and assist admitted transfer students with degree audits

Requires institutions to ensure certificate and degree program requirements are current, uniform, and accessible across all institutional websites, including course prerequisites and non-course requirements, with Texas Higher Education Coordinating Board rules due by January 1, 2026
