Expands the Presidio County Underground Water Conservation District board of directors from five members to seven members

Grants the City of Marfa authority to appoint one board member and the City of Presidio authority to appoint one board member

Exempts the district from Section 36.121 of the Water Code, which typically governs certain groundwater district regulations

Updates terminology from "underground water" to "groundwater" and changes state supervisory authority reference from the Texas Water Commission to the Texas Commission on Environmental Quality

Takes effect immediately upon two-thirds vote of both legislative chambers, otherwise effective September 1, 2025; passed Senate 31-0 on May 6, 2025 and House 110-21 on May 16, 2025
