Creates the Hills of Walnut Creek Municipal Utility District of Parker County as a municipal utility district under Section 59, Article XVI, Texas Constitution, encompassing approximately 652.974 acres across multiple surveys in Parker County

Grants the district authority to design, acquire, construct, finance, and maintain roads (macadamized, graveled, or paved) and storm drainage improvements, with road project bonds limited to one-fourth of the assessed value of real property in the district

Authorizes the district to issue bonds and impose ad valorem taxes, operation and maintenance taxes, and contract taxes, with voter approval required for ad valorem taxes and bonds payable from such taxes (road project bonds require two-thirds voter approval)

Establishes a five-member elected board of directors serving staggered four-year terms, with initial temporary directors appointed by the Texas Commission on Environmental Quality upon petition by majority property owners

Conditions the confirmation election on consent by ordinance or resolution from each municipality in whose corporate limits or extraterritorial jurisdiction the district is located; limits eminent domain power if the Act does not receive two-thirds legislative vote
