Creates the Bluebonnet Hills Municipal Management District No. 1 as a special district in Ellis County, Texas, located within or near the City of Midlothian, encompassing approximately 448 acres across two tracts

Establishes a five-member elected board of directors serving staggered four-year terms, with compensation capped at $150 per meeting and $7,200 annually per director

Grants the district authority to impose assessments, fees, and ad valorem taxes (with voter approval), and to issue bonds for infrastructure improvements including water, wastewater, drainage, roads, parking facilities, and recreational facilities

Authorizes limited eminent domain power (contingent on two-thirds legislative vote), economic development programs, and the ability to contract for law enforcement services and create nonprofit corporations to implement projects

Requires municipal consent before issuing bonds backed by ad valorem taxes, and allows dissolution by petition of property owners holding two-thirds of assessed value or by majority board vote when no outstanding debt exists
