Releases the conservation easement held by the state on the Nueces County historic courthouse property, which was originally required by the Texas Historical Commission under Section 442.0083, Government Code, as a condition for receiving historic courthouse project funding

Releases any related covenants in favor of the state that were required by the Texas Historical Commission in connection with the historic courthouse funding

Requires the Texas Historical Commission to execute a release instrument and file it in the Nueces County deed records within 60 days of the act's effective date

Takes effect immediately upon receiving a two-thirds vote in both chambers of the legislature, or September 1, 2025, if that vote threshold is not met
