Creates the River Ranch Municipal Utility District No. 1 in Williamson County, Texas, as a municipal utility district under Section 59, Article XVI of the Texas Constitution, with territory spanning approximately 4,000+ acres across multiple surveys

Grants the district authority to issue bonds payable from ad valorem taxes, impact fees, revenue, or contract payments, with road project bonds limited to one-fourth of the assessed property value and requiring two-thirds voter approval

Authorizes the district to design, construct, finance, and maintain roads and storm drainage improvements, as well as exercise standard municipal utility district powers under Chapters 49 and 54 of the Water Code

Establishes a five-member board of directors, with temporary directors appointed by the Texas Commission on Environmental Quality upon petition by majority property owners, serving until permanent directors are elected or four years elapse
