Authorizes the Post Oak Savannah Groundwater Conservation District to use export fees to improve county roads necessary for inspecting wells registered, permitted, or monitored by the district

Permits the district to use export fees to develop environmental programs and infrastructure related to groundwater within the district

Requires the district to enter into an agreement with a county before making improvements or developing programs, with the agreement needing majority board approval and annual renewal

Amends Section 8865.151(d) to add these road improvements and environmental programs as authorized uses for district fees alongside existing operating costs

Takes effect September 1, 2025
