Establishes the Alamo Commission as a new 5-member body composed of the governor, lieutenant governor, speaker of the house, and one appointee each from the lieutenant governor and speaker, to oversee preservation, maintenance, restoration, and protection of the Alamo complex

Transfers jurisdiction over the Alamo complex from the General Land Office to the new Alamo Commission, with all powers, duties, contracts, appropriations, records, property, and personnel to be transferred by January 1, 2028

Administratively attaches the commission to the State Preservation Board and requires the commission to enter into an agreement with the Department of Public Safety for security operations at the Alamo

Authorizes the commission to negotiate with Mexico to obtain the New Orleans Greys flag captured at the Battle of the Alamo and the 1813 Texas Declaration of Independence, and to designate display space for these items and the "Victory or Death" letter

Requires the state auditor to conduct an audit of all Alamo-related expenditures by the General Land Office and any contracted nonprofit organizations, with a report due to the new commission by January 1, 2028
