Designates the portion of State Highway 315 in Panola County between the western county line and the western municipal boundary of Carthage as the "Hamby-Webb Memorial Highway"

Designation is in addition to any other existing designations for the highway

Requires the Texas Department of Transportation to design, construct, and erect markers indicating the memorial highway designation at each end and at appropriate intermediate sites along the route

Marker installation is subject to existing requirements under Section 225.021(c) of the Transportation Code

Takes effect September 1, 2025
