Creates the Colmena Ranch Municipal Management District No. 1 in Collin County, Texas as a special district to promote economic development, employment, commerce, transportation, housing, tourism, recreation, and public welfare

Establishes a five-member elected board of directors serving staggered four-year terms, with directors eligible for compensation up to $150 per meeting and $7,200 annually

Grants the district authority to impose assessments, fees, and operation/maintenance taxes (with voter approval), and to issue bonds payable from assessments, revenue, or contract payments—but prohibits bonds backed by ad valorem taxes

Authorizes limited eminent domain power (contingent on two-thirds legislative vote), ability to provide water, wastewater, drainage, road, and recreational facilities, and contract for law enforcement services

Requires the district to enter into a contract providing adequate supplemental police, fire, and emergency services (approved by Collin County Commissioners Court) before issuing bonds, notes, or other obligations
