Grants the district authority to impose assessments, fees, and ad valorem taxes (with voter approval), and to issue bonds payable from taxes, assessments, revenue, or contract payments to fund water, wastewater, drainage, road, and recreational facilities

Authorizes limited eminent domain power (if the Act passes with two-thirds vote) and allows the district to contract for law enforcement services, create economic development programs, and operate parking facilities

Permits dissolution of the district by petition of property owners holding at least two-thirds of assessed value or by majority board vote, provided no outstanding bonded debt exists and no ad valorem taxes are being imposed
