Creates Montgomery County Management District No. 3 as a special district in Montgomery County, Texas, encompassing approximately 144 acres in the Calvin Lynch Survey near Seven Coves Road

Establishes a 5-member board of directors with staggered 4-year terms, with initial directors Michele Burke, Andrew Williams, Benjamin Mellado, Mehmet Okumus, and Joey Sergio Soto appointed by the Texas Commission on Environmental Quality

Grants the district authority to impose ad valorem taxes, sales and use taxes (in increments of one-eighth of one percent), and assessments following voter approval, as well as issue bonds to fund infrastructure improvements

Authorizes the district to provide water, wastewater, drainage, roads, parking facilities, pedestrian ways, landscaping, recreational facilities, and law enforcement services through contracts, and to engage in economic development programs including loans and grants

Prohibits the district from exercising eminent domain power and specifies the district supplements rather than replaces services provided by Montgomery County, City of Conroe, or City of Willis
