Authorizes the governor, lieutenant governor, and legislators to communicate in writing (including electronically) with Texas Commission on Environmental Quality (TCEQ) commissioners about pending permit applications, amendments, modifications, or renewals

Limits legislators to communicating only about facilities or proposed facilities located within their own district

Requires TCEQ commissioners to receive these communications without being recused from related proceedings, and mandates that all such communications be included in the official record with opportunity for other parties to respond

Prohibits officials from communicating about applications affecting business entities in which they or close relatives (within second degree of consanguinity or affinity) have a substantial interest

Allows TCEQ to establish deadlines for these communications while providing the maximum reasonable time for such correspondence; effective September 1, 2025
