Repeals Chapter 170A of the Health and Safety Code, which contains Texas's abortion prohibition laws enacted after the Dobbs decision

Repeals Chapter 6-1/2, Title 71 of the Revised Statutes, Texas's pre-Roe criminal abortion statute that was reactivated following the overturning of Roe v. Wade

Amends existing statute language to replace "woman" with "pregnant individual" in provisions protecting patients from prosecution related to abortion procedures

Removes cross-references to the repealed abortion prohibition statutes from other sections of the Health and Safety Code

Takes effect immediately upon receiving two-thirds vote in both legislative chambers, or September 1, 2025, if that threshold is not met
