Requires persons registering to vote in Texas to submit proof of citizenship along with their voter registration application to the county registrar

Directs the Secretary of State to prescribe rules requiring proof of citizenship for voter eligibility, to the extent permitted by the National Voter Registration Act of 1993 and the Supreme Court's decision in Arizona v. Inter Tribal Council of Arizona, Inc. (2013)

Mandates the Secretary of State to request by January 1, 2026, that the federal Election Assistance Commission modify the national mail voter registration form to require documented proof of citizenship for Texas applicants

Requires the Texas Attorney General to seek court enforcement if the federal Election Assistance Commission fails to comply within 180 days of the Secretary of State's request

Takes effect September 1, 2025
