Expands the Texas Supreme Court's writ power by removing the limitation that restricted writs of procedendo, certiorari, quo warranto, and mandamus to only specific parties (statutory county court judges, statutory probate court judges, district judges, courts of appeals, and state officers)

Maintains the prohibition preventing the Texas Supreme Court from issuing writs against the governor

Removes the existing prohibition that prevented the Supreme Court from issuing writs against the Court of Criminal Appeals or judges of that court

Applies only to writ applications filed on or after the effective date; pending applications continue under prior law

Takes effect September 1, 2025
