Prohibits school districts and open-enrollment charter schools from including 17 specific food additives in free or reduced-price meals served under the national school breakfast and lunch programs

Banned substances include brominated vegetable oil (BVO), potassium bromate, propylparaben, azodicarbonamide, butylated hydroxyanisole (BHA), titanium dioxide, and nine synthetic food dyes (red 3, red 40, yellow 5, yellow 6, blue 1, blue 2, green 3, citrus red 3, orange B)

Also prohibits two types of caramel coloring (ammonia caramel Class III and sulfite ammonia caramel Class IV) and any additives "substantially similar" to those listed

Schools that receive a waiver under Section 7.056 of the Education Code are exempt from the prohibition

Takes effect for the 2026-2027 school year, applying only to food contracts entered into or renewed on or after September 1, 2026
