Prohibits state agencies from awarding contracts for goods or services to contractors unless both the contractor and any subcontractors register with and participate in the E-verify program throughout the contract term

Requires all private employers in Texas (excluding sole proprietorships and governmental entities) to register and participate in E-verify to verify information of all new employees, with state agencies authorized to require compliance as a condition for business licenses and permits

Mandates all political subdivisions (counties, municipalities, school districts, special districts) to use E-verify for all new employee verification, with employees responsible for compliance subject to immediate termination if they fail to verify

Authorizes the comptroller to bar contractors from state contracts for one year (extendable) if they were ineligible for a contract award, ceased E-verify participation during a contract, or knowingly hired non-participating subcontractors

State agency contract requirements take effect September 1, 2025, with procedures due by December 31, 2025; private employer and political subdivision requirements begin January 1, 2027
