Expands the definition of "facility" subject to health care cost disclosure requirements to include ambulatory surgical centers, birthing centers, chemical dependency treatment facilities, end stage renal disease facilities, freestanding emergency medical care facilities, narcotic drug treatment programs, special care facilities, and abortion facilities, in addition to various types of hospitals

Limits the law's applicability to facilities with total gross revenue of $10 million or more, exempting smaller facilities from compliance

Establishes administrative penalties for facilities that fail to submit or comply with corrective action plans: up to $100 per violation for facilities with $10-100 million in revenue, and up to $1,000 per day for facilities with $100 million or more in revenue

Provides newly covered health care facilities until August 31, 2029 to begin disclosing billing information as required under the expanded law

Takes effect immediately upon receiving two-thirds legislative vote, otherwise September 1, 2025
