Requires all building and construction contractors to provide workers' compensation insurance coverage for each of their employees, and requires all subcontractors to do the same for their employees

Mandates that governmental entities entering building or construction contracts require contractors to certify in writing that they provide workers' compensation coverage for employees on the public project

Requires contractors using subcontractors on public projects to obtain and submit written certificates from each subcontractor confirming workers' compensation coverage for their employees

Allows coverage to be provided through a group plan, an owner-controlled consolidated insurance program under Chapter 151 of the Insurance Code, or another method satisfactory to the governmental entity

Applies only to contracts entered into on or after September 1, 2025, with existing contracts governed by prior law
