Authorizes municipalities to adopt a minimum wage higher than the state minimum wage for services performed within city limits

Authorizes counties to adopt a minimum wage higher than the state minimum wage for services performed in unincorporated areas, including areas within a municipality's extraterritorial jurisdiction

Removes existing state preemption that prevented local governments from establishing minimum wage ordinances governing private employment

Allows private entities contracting with governmental entities to be bound by higher minimum wage requirements in those agreements, with terms enforceable against general contractors, subcontractors, and developers

Takes effect September 1, 2025
