Requires special elections to fill vacancies in offices that need a majority vote to use preferential voting (ranked choice voting) instead of traditional runoff elections

Allows voters to rank all candidates numerically from most favored to least favored on the ballot

Establishes an instant runoff process where if no candidate receives a majority of first-choice votes, the candidate with the fewest votes is eliminated and those votes are redistributed to voters' next-preferred candidates until one candidate achieves a majority

Eliminates primary elections and runoff elections for offices covered under this system

Directs the Secretary of State to prescribe procedures for implementing preferential voting and to set filing deadlines for candidates seeking ballot placement

Takes effect September 1, 2025
