Authorizes municipalities and independent school districts to adopt preferential voting (ranked-choice voting) for nonpartisan elections of their officers by majority vote of the governing body

Requires the Secretary of State to prescribe procedures for the preferential voting system, which allows voters to rank candidates numerically from most to least favored

Establishes vote tabulation process where if no candidate receives a majority of first-choice votes, the last-place candidate is eliminated and their votes are redistributed to voters' next-ranked choices, continuing until one candidate achieves a majority

Eliminates primary elections and runoff elections for offices using preferential voting under this subchapter

Takes effect September 1, 2025
