Lowers the reporting threshold for lobbyist expenditures on transportation, lodging, food, beverages, and entertainment for legislative or executive branch members from 60% to 30% of the legislative per diem

Expands reporting requirements to include expenditures made for the immediate family members of legislative and executive branch officials, not just the officials themselves

Requires lobbyists who collaborate on joint expenditures to each report the total shared amount when it exceeds reporting thresholds, preventing circumvention through split contributions

Mandates that lobbyists notify legislative or executive branch members when aggregate expenditures on that official reach the $500 annual limits for entertainment, gifts, or awards/mementos

Takes effect January 12, 2027, and applies only to expenditures and gifts made on or after that date
