Requires the Texas child health plan (CHIP) to provide coverage for FDA-approved prescription contraceptive drugs, supplies, and devices

Explicitly prohibits coverage for abortifacients or any drug or device that terminates a pregnancy

For enrolled children under 18, contraceptive coverage for preventive reproductive health care requires written consent from a parent, guardian, managing conservator, or another authorized adult under Family Code Section 32.001

Minors may consent to their own contraceptive coverage only if authorized under Family Code Section 32.003

Takes effect immediately with two-thirds legislative approval, otherwise September 1, 2025; implementation may be delayed if federal waiver or authorization is required
