Allows institutions of higher education to prohibit concealed handguns on campus, at institution-sponsored activities, and on institution-owned passenger vehicles if approved through a two-step process: first by majority vote of the student government legislative body, then by majority vote in a campus-wide referendum of students, staff, and faculty

Requires referendum elections to be held within 60 days of student government approval, with results certified by the student government president within 30 days

Permits rescission of handgun prohibitions through the same process, requiring student government approval followed by another referendum election

Removes current law that gives university presidents sole authority to establish rules on campus carry while prohibiting them from implementing general campus-wide bans

Maintains liability protections for institutions and their employees that allow concealed handguns on campus, with protections applying only to causes of action accruing on or after September 1, 2025
