Expands the unlawful transfer offense in Section 46.06 of the Penal Code by replacing "handgun" with "firearm" in three provisions, broadening the types of weapons covered

Makes it an offense to sell, rent, lease, loan, or give any firearm (not just handguns) to a person knowing they intend to use it unlawfully or in the commission of an unlawful act

Expands prohibitions on firearm transfers involving persons subject to active protective orders to cover all firearms rather than only handguns

Expands the offense for knowingly receiving a firearm while subject to an active protective order to apply to all firearms instead of only handguns

Takes effect September 1, 2025, and applies only to offenses committed on or after that date
