Requires peace officers who receive reports of lost or stolen firearms from owners or their agents to report the loss or theft to the Texas Department of Public Safety, including the owner's name, available firearm information, and the date the owner became aware of the loss or theft

Mandates the department to regularly submit all lost or stolen firearm reports to the National Crime Information Center

Creates liability protection for firearm owners whose weapons are lost or stolen, shielding them from civil liability for harm caused by the firearm if they report the loss or theft to law enforcement within 24 hours of becoming aware of it

Adds new Chapter 100B to the Civil Practice and Remedies Code establishing this limited liability framework for lost or stolen firearms

Takes effect September 1, 2025, with liability provisions applying only to causes of action accruing on or after that date
