Requires Texas Medicaid to reimburse abortion services, FDA-approved contraception (including device insertion/removal), and voluntary sterilization (including vasectomies) regardless of whether federal matching funds are available

Mandates all health benefit plans provide coverage for abortion services, all FDA-approved contraception methods, counseling and pain/anxiety management for device procedures, and voluntary sterilization effective January 1, 2026

Prohibits cost-sharing requirements (deductibles, coinsurance), utilization review, prior authorization, step-therapy requirements, and any coverage restrictions or delays for these reproductive health services under both Medicaid and private insurance

Repeals existing restrictions on elective abortion coverage in health benefit plans, including requirements for separate premiums and signatures for abortion coverage, and repeals Subtitle M, Title 8 of the Insurance Code

Allows state agencies to delay implementation if federal waivers or authorizations are needed for any provisions of the act
