Removes the September 1, 2009 date restriction for tuition and fee exemptions for students who were adopted while under Department of Family and Protective Services (DFPS) conservatorship

Removes the September 1, 2009 date restriction for students whose permanent managing conservatorship was awarded to a non-parent while under DFPS care

Expands eligibility for the tuition exemption to include former foster youth adopted or placed in permanent conservatorship before September 1, 2009, who previously did not qualify

Changes apply beginning with the 2025 fall semester at Texas public institutions of higher education

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
