Targets individuals who do not qualify for full Medicaid benefits but are eligible for emergency Medicaid coverage, typically including certain undocumented immigrants

Authorizes state agencies to request federal waivers if necessary for implementation and allows delayed implementation until approval is received

Takes effect September 1, 2025
