Prohibits licensed barbers and cosmetologists from making incisions into the dermis layer of skin, including for injecting medications or other substances, while performing barbering or cosmetology services

Prohibits licensed barbers and cosmetologists from using medical devices as defined by Section 551.003 of the Occupations Code

Creates an exception allowing barbers and cosmetologists who hold separate licenses authorizing medical procedures to perform those acts as part of their services

Places the burden of proof on the license holder in disciplinary actions to demonstrate they are properly licensed or authorized to perform any prohibited act

Takes effect September 1, 2025, and applies only to conduct occurring on or after that date
