Requires the Public Utility Commission to direct ERCOT to develop a reliability plan for electric transmission service in the Permian Basin region

Mandates that the Permian Basin reliability plan be updated every five years on an ongoing basis

Removes the original January 30, 2024 deadline that was established for developing the initial plan

Repeals Section 39.167(c) of the Utilities Code, which was added by H.B. 5066 during the 88th Legislature

Takes effect September 1, 2025
