Prohibits health care providers from charging facility fees for telehealth services or telemedicine medical services, where facility fees are defined as separate charges for operational expenses beyond professional medical service fees

Applies to a broad range of health care providers including hospitals, hospital systems, hospital-based facilities, freestanding emergency medical care facilities, and urgent care clinics

Authorizes the Health and Human Services Commission to assess administrative penalties up to $1,000 against health care providers who violate the prohibition

Explicitly states that no private cause of action is created for individuals to sue providers for legal or equitable relief under this chapter

Takes effect immediately if passed by two-thirds vote of both legislative chambers, otherwise takes effect September 1, 2025
