Prohibits political subdivisions (cities, counties, etc.) from adopting or enforcing ordinances, orders, regulations, or other measures that establish or operate guaranteed income programs unless explicitly authorized by state law

Defines "guaranteed income program" as a program providing unconditional, regular cash payments to individuals for any purpose without requirements attached

Exempts programs that require recipients to seek employment, perform work, or attend career/job training as a condition of receiving payments from the prohibition

Allows existing guaranteed income programs established before the effective date to continue operating until January 1, 2026, or until the measure expires, whichever comes first

Takes effect immediately with a two-thirds vote of the legislature, otherwise takes effect September 1, 2025
